Well I've seen other people on this board over the years have had this problem, where the game seems to be running fine as far as the fps are concerned its just that the mouse doesn't turn smoothly (even in the menu) and pretty much kills the game. Well i finely fixed my issue and thought i would share how i fixed it in hopes it might help someone else out there, its relatively simple: If you have a dual core processor, just disable the other core so only a single core is running on the game!
How to do this: Boot the game, when you are at the main menu hit Ctrl+Alt+Delete once, in the applications tab right click on the suffering game and select 'Go to Process', it will then jump to the processes tab and highlight the suffering's process name for you, right click on that and select 'Set Affinity' then simply uncheck one of the cores, either one will work.
