I just recenetly bought the game and am trying to play it on my computer, but I'm having some serious problems before I even get into gameplay.
The menu screen stutters like crazy, and it takes atleast 2 minutes just to hit enter, and get into the new game mode, which has just as much stuttering. And after that the problem doesn't stop. As soon as the first cutscene finishes, it loads up to the starting level where there are buildings in the background and just sits there; the audio continues fine, and the sky moves..but the game just sits.
Also, I noticed that it runs my CPU usage up into 100%, even though I meet all the requirments.. my specs are..
Windows Vista (32 bit)
3 Gigs of Ram
Nvidia 8400m GS
250 GB
Intel Core 2 Duo Cpu (1.7 ghz)

I have the same problem as you, and was told it was the video card... its odd tho because the video card i have is way way slower than your 8400... i believe i know what the reeeeal problem is... but good luck getting an answer :P
