Psi-Ops starting error

I bought the hungarian GameStar magazine, the one with Psi-Ops as a full game. I installed the game, but at every start, it stops with the error message:
The PROTECT.DLL file cannot start.
Check the file to determine the problem.
I "checked" the file, it's in the game folder. I tried reinstalling, but the error came again. I've got the newest drivers installed.
My configuration:
-Asus P4P800SE motherbouard
-Ati Radeon 9000 128Mb
-Intel Celeron 3ghz
-512Mb DDR RAM
-Windows Millenium ENG with all the avaliable patches
I don't know what else could I do.
(Does the game only run under Win XP?)
Please, if somebody knows what to do now, tell me.
