The Penguin?! Oh god, I hope he wasn't being serious, because that might just drive me away from this game. Using penguins to attack with is a cool idea that is totally ruined when used by a short, fat aristocrat with an umbrella and a hook nose.

As far as villians go I would only put Ivy and Joker ahead of Pengquin, Joker is more iconic, and Ivy has more potential for moves.
