I still stand behind these two guesses. It is based upon Kotaku's hints. They were made before Shang Tsung was announced too:

Now this is a hard choice - i enjoyed MK Armmagedon due to the variety of caracters it had, seeing now that they may only be between 10 - 12 for each side, and characters that do make it should have a valid reason for being there - in the end whatever characters do make it will have to be the ones most people want, just for the fact that Midway have already said they need to bring more new people into the MK franchise, that was part of the reason for the cross over - anyway.... my choices
1-Sub Zero (confirmed)
2-Scorpion (confirmed)
3-Shang Tsung (confirmed)
4- Reptile
I have always been a huge fan of reptiles, even more that sub zero and scorpion - there is something sinister about him, but intriging. The only issuse i have is that by having scorpion, sub zero and reptile, they may feel they are over whelming the MK side with ninjas. Personally i hope not - i want reptile there
5- Cyrax/Sektor/Smoker
I feel MK need too have one of the cyborgs in the game, however, again with the issue above, they do feel very similar to the ninjas - if i did have too have one it would be smoke - as too keep in with the darker side to the game - but i wouldnt mind any of them
6- Kano
Again, i know alot of people are not big fans of his, but again he has the character to fit the bill, devious, underhanded - but pure evil. His character and design breaths pure evil, but it is a sly kind of evil.
7- Baraka
For the meanwhile, although technically smoke and scorpion are not humans, i believe baraka would fit in as the monster/deformed type character. He is dark and evil, plus he give me the creeps anyway lol. I think he would fit in perfect as he sort of encompassed the dark MK image
8- Lui Kang
Now i am not the biggest lui kang fan, but the thing is he will make the roster as it is his and scorpion and sub zeros image that people instantly recognise with MK. He would help bring new fans to the game, benefitting future MK only game(oh i hope) and bringing a new fan base. He also plays as the good guy character which is needed to balance the game. As long as he goes back to his pure style of fighting, he would envision what true dedication can do. make sure it is not zombie lui kang
9- Raiden
Raiden i beleive needs to be in the game as he is seen as the leader for the good side. He is a powerful looking character, and again is instantly recognisable. He also fits the bill as a god like charcter - plus his use of electric is brilliant.
10- Sonya Blade
My equvilant of a female lui kang - a strong minded female heroine. Always as been a loved charcter, but as stated before, needs to go back too her feminine image from MK3 - she is too butch in the newer games. Plus she brings an innocence to a darkened world - plus shes fit lol!!!!
11- Mileena
MK will need an evil femle character, i think mileena is perfect. As far as im aware, she has been in the MK series since near the beginning - MK2 onwards maybe???? She is sexy but sinister..... and her innocent exterior hides a brilliant fighter. Again she is portrayed as a strong female figure which will be needed!!!
that probably will be the close roster in my opinion - maybe so alterations - as a note - these are not my faviourite characters, but an educated guess to what i feel MK will do.... however i do feel shao khan may make it, or a strong boss character, my feeling though is shao khan
If the roster is expanded like i hope, i would like too see these charcters....
12- Stryker
I dont know what it is with stryker, but there is something i quite like about him, i hope if he returns he still keeps a human sort of apperance and doesnt go arnold swayaneggar (spelling lol) on us - he does play well as a vigilante
13- Nightwolf/Kabal
They both seem like similar based charcters to me, but they do bring a different image in comparison to the rest of the characters - however i favour kabal over nightwolf
14- Kenshi
I would love to see some kind of psychic character in the game, a character that is not so much physically based, but technical - if u catch my drift - think he would become a strong character in the game if he appears
Anyway sorry for the long post - i would love for almost all characters to make it, but it wont happen!!!!

IT HAS TO HAVE REPTILE,CYRAX,KABAL,SHO KHAN, AND MAYBE EVEN KANO JUST TO KEEP THE ESSENCE OF THE GAME ALIVE.

Personal favs are
Kabal
Sindel
Shoa Kahn
Reptile
Millena
Baraka
Sektor
Nitara
However Shoa Kahn is probably to big and I don't want him to be unbalanced. Nitara doesn't have enough fans  Reptile, Baraka, Millena & Sindel might stand a better chance against the rest as they could be seen as more Iconic chracters. If Kabal & Sektor joined those 4 I would be a very happy man
