They struck a deal to work together in some aspects to a certain extent that was to Raiden's benefit if I recall it correctly. It's been awhile since I last read it, but I think it's still on the MKA webpage.

Evil like that always makes for an interesting character in most works of fiction. The type who still believe they're doing good but are totally unaware and/or oblivious to the fact that they're going the other route.

i think raiden's alligement is "corrupted good".
he does what he thinks is good for earthrealm's protecion but he no longer trusts most of earthrealms fighters and most of the good guys.
i think that raiden doesn't know who's/what's good and who's/what's bad anymore(in mka knoquest,he trusted shao kahn and his allies who are evil thinking that they are good(he is whacked in the head))
