I think Ashrah has more material in one outfit than just about all the other characters here combined.
Seriously, I'm still upset that Midway finally caved in and turned the once-dignified Sonya into a walking flotation device in Deadly Alliance. What the hell was that?

Number 1: Frost- Probably the prettiest in terms of renders. In-game, she isn't as attractive but she is still definitely hot.
Number 2: Khameleon- I'm not sure what it is, but I like her a lot. She's hot in her own way.
Number 3: Sheeva- NOT KIDDING. If you take some things into consideration, like that she's a Shokan, for example, she's pretty hot. She had one of the most revealing outfits ever, huge boobs that didn't look like she was going to topple over at any second...I dunno, she may not be popular, but she has a place in my heart. 
Number 4: Li Mei- Pretty attractive for an MK chick and was probably the first babe of the MK series to have "physics" applied to her. ;P
