First off Stryker is supposed to be out of place. It's his character and he was chosen by Raiden as one of the great warriors even though he had no special powers except for his military, police, and SWAT training. Also any man who can step up in a world of magic with just a gun and a nightstick and defeat alot of important enemies is great.
Second, I don't think it's the fact that guns shouldn't be used but I think they would be rather useless for most of the characters because there powers are greater than that of a gun. Why would Sektor need a gun? He has rockets that come out of his chest. Why would Scorpion need a gun? He spits fire which tortures worse than a gun and throws a spear and never dies anyways. Sub-Zero? He can freeze people so they can't move and then he can break them in pieces while doing so.
