The 3 Characters i would not use are mokap,molach, and Drahmin these characters do not need to be put in the game i mean come on a fake guy wiht lights on him than the two musty onis they shouldn't even be put in the game they are wasting space they should take those 3 out and put motaro in their place it would be better.

I'll use Frost last. In fact, I'll probably only use her to get her ending, and even then, I'll probably paly as someone decent, purposly die at the end boss, and then choose her.
Also far down the list are Stryker, Noob Saibot, Jax and Rayden.

well i'd first play with Mileena,Kitana,Jade,Tanya,Reptile,Scorpion,Sub-Zero,Rain,Reiko (in that order)
But last might be Stryker,Mokap,Hsu Hao,Blaze...

I Play as Reptile, Goro, Onaga, Moloch, and Godzilla (my created character, if I can make him human sized) first. I'll probably pick Mokap last. I never really liked him at all.
