Raiden (even dark Raiden) would never team up with Kahn. He is still the protector of earth realm. They could create a fanatic follower of Raiden (maybe Liu... nah I don't really like that idea myself) and make him the Sub Boss.

I should not even try to dignify this with an answer...
...but you've left me no choice.
Shao Kahn (if his MKD ending is canon) is currently attempting to take over Outworld again, and is apparently not having a tough time doing so with Goro and the Shokan supporting him. He is the MK universe's most dominant antagonist to date, besides Onaga, and Shao Kahn was the person who originally killed Onaga before, so any arguments against that fact are null and void. So. You have a new threat in Outworld which turns out to be one of the more powerful older bosses that we've seen before... and for some reason you think it would be a bad idea for the "do-gooder's" to try to eliminate him? Who else would you expect to face? While I do agree that Noob and Smoke are powerful, Shao Kahn would more than likely rip them apart without thinking twice.
And for anybody who hates the Dark-Raiden storyline, or thinks that Raiden would never turn on Earthrealm, you are why Mortal Kombat characters cannot have any depth/change whatsoever, and you obviously haven't made the connection between Raiden and Shao Kahn apparent. Look at Raiden's hat in MK Deception and you can see clearly where he puts his loyalities to. And I'm not going to spell it out for you guys, that would be too easy. And most of you would probably disagree anyway. But the majority of you will see things clearly when Armageddon arives.

No way should it be kahn. We saw enough of him already. I killed him in mk2, mk3, umk3, mk trilogy, and mksm. I'm tired. I think he's dead enough.

Onaga! Onaga looks bad ass they just made him suck. Make Onaga alot better and have him be the boss. If not have a guy look like Onaga be the main boss.
