This is nothing but purely constant spam, people just trying to get their post count up easily. Making irrelevant and ugly posts that are not related to the topic.
I think anybody who continues along with this action
should be taken note by the Staff and receive a warning.

In the end, I think it probably depends on how it's used. If it's off topic and done by someone who excessively spams, then it's definitely a problem.
