After the little fiasco with Kahn_Kahn on the MK Games board, should all threads that have been dead for more than one week be immediately locked?

I say yes. It keeps jerks like Kahn_Kahn from bumping these insanely old threads.

I think the board software could use a feature where a newly signed up user can only post so many post per day until their online record says they are a member for at least "x" amount of weeks. After this, then they could post as normal.

I think a good two weeks would be a more reasonable time because things might happen and people won't be able to get on. However, the idea itself is good.

I mean if the last post on something is today, then the thread is locked on July 24th. I think that's more than enough time.

How long a thread will go without being locked depends on how active the thread was. I have no power to change those settings - I believe they're hard-coded into the software.
