when a user has a VIP status, are they allowed to access the
private and deleted threads?

Private forums are set on an individual basis, and that is done by account, not by user status.

If I put them on the access list, they can. User status doesn't matter, it's totally up to me.
It just so happens that the only users with access to private forums happen to be mods and admins, but that's doesn't HAVE to be the case.
