You don't understand. Once you become a VIP, Mod, Manager, Editor, Admin, you get an Administration Panel. You create a seperate password for the panel so you can use your staff oprions, such as banning users. The highlighted option allows them to change their own password if they want. It has nothing to do with the actual admin.

Too many people use them. I used to use Forumvibe, but I had too many problems with them, so I switched to discoboards, which is probably the best so far.
