mmmm...if the pc version was the main version how can it be that the pc demo is full of bugs and the 360 and ps3 versions dont?
for me at least they are not releasing the demo for other motives aside the technical ones, maybe it has something to do with fileplanet and the releasing of the quake wars demo... so in a couple of days they can release it with more publicity and all...

"Submitted" means it was sent to, in this case, Microsoft so they can make sure it meets Games for Windows specifications. If it were a console, they submit to Sony or MS for approval. So you see it's not just the devs you wait on. There's a long process games go through before they get in your hands.

Sorry, but that sounds really fishy to me. Never heard, that a demo needs to be Games for Windows-approved.
For me, the most likley reasons are:
a) Waiting for a strategically good point, to get some attention to the demo (this weeks ETQW-demo and the Crysis-MP-Beta are sucking up the attention; next week seems to be rather "empty". The week after that, is all Halo 3 and Crysis-SP-Demo.)
b) There are performace issues with the demo and Midway doesn't want to hurt initial sales.

Well the game has a games for windows logo, so they want to make sure that even the demo fits to it, now we all just wait for microsoft

Nah...they just try to divert the attention and use MS as a scapegoat.
It's Midway's decision, not the one of Microsoft.
