MK1-MK4, only gods like Raiden and sorceres like Shang Tsung or Quan Chi. In MK:DA the Special Forces figured out a way to do it. A few people I'm not thinking of can to but Sub-Zero can't or Liu Kang and Kung Lao can't either. They take Nexuses and Portals from placces like MK:SM's portals. I think Scorpion can use hellfire to go between Hell and Earthrealm to but not Outworld because he had to use a portal in MK:DA to get there.

Raiden was knocked back by Kahn's blast at the time and Jax even pressed a few buttons on his arm...
And I don't want you to leave again, Draggy. My sig still stands true. But it bugs me when you don't take all of my facts and understand them. Even without the non-canon deaths there are many screw ups.

You can open portals with the Eye of Chitian from MKSF.
Also E_E, the technology to open portals was created in MKT with the founding of OWIA, not MKDA. Remember Jax's ending? He was the first one to lead a crew into a new realm.

Do I have to, Dragunov? Do I really need to give you 3 simple ones other than the 1,000 (not literally) reasons I even listed on the first page?
1.) The Wu Shi academy was already destroyed before Liu Kang came home to it in MK2. That was completely disproven in MK:SM where they actually were defending it off and crap to get more time into playing the altered storyline.
2.) Shang Tsung was granted his youth back by Shao Kahn himself as told in his bio and in the MK2 intro. However, in MK:SM it is done differently by having Liu Kang and Kung Lao kill people for him throughout the adventure and then letting Shang take their souls which he finishes in the Soul Tombs. What the hell, Boon?
3.) Kahn dies at the end of MK:SM and Kitana takes Outworld all as hers and says that that will be her home she is rebuilding. Now what is wrong with that picture? Kitana is princess of Edenia! Not Outworld all together! The merging thing wasn't stripped apart until the end of MK3. And if Kahn died then MK3 didn't even happen or a whole bunch of other stuff including him. AND if Liu Kang and Kung Lao destroyed Kahn together, then that means Liu Kang wasn't the TRUE champion of MK for 4 consecutive victories by MK:DA. Even if it was then MK3 didn't count because Kahn's already dead anyhoo.
And to that guy above me, even if it was MK3 that Jax could open portals, he still shouldn't be able to at this point. And he pressed buttons on his arm too! Not some MK:SF device.

1) Okay. They just wanted to show how it was ruined and add more gameplay. That's a small retcon, not a HUGE one.
2) Same. They wanted to show how it happened. Besides, we see it from the monks' perspective, Shao Kahn might have been present (or not) in the ceremony. Also a small retcon.
3) You answer your own problem. The merging thing wasn't torn apart until the end of MKT, so Kitana didn't have a choice but take over Outworld because Edenia was still a part of it. Besides, she was arrested for treason in MKT. How? Because she was still in Outworld.
I'm pretty sure Shadow Priests did a good job of putting his soul (seen rising from the body) in a new body.
Liu Kang and Kung Lao are both champions of the Outworld tournament. I'm not sure there were any rules at all so it would be possible to have 2 champions.
And I gotta rewatch that scene about Jax. I think he might have contacted Gemini too.
