It sounds like Raiden but if u listen closely it the voice sounds raspy, too raspy 2 b Raiden so it sounds like Shujinko.

off of mk2.
yes, I agree that his voice sounds raspy but
if that was the case, he would've been very old, yet
these were the early times of the realms and Shujinko was still a young child.

I'm going with what Isa123 already posted and go with Raiden. And from what I remember, it even sounds like him as you see him along with Cage and Kitana in the cut-scene before the fight with Kahn. And it can't be Shujinko because he wasn't in MK 2.
