i just beat konquest and i was wondering can i go back to the city for the quests

Nope! You cannot do that. Not even with an Action Replay or any other cheats device.
Best thing is to try and do all missions before you venture out into the big bad wide world.

ive thought many times about this too but the reason i think why they wont let shujinko (elder) in because they dont want to display older people punching younger kids and such.
