no he's on one of the corners 3 of the corners have statues the over has an edge with mksm shang on there(young)

Yes he is, and I've always noticed this after I unlocked this arena. In the Deadpool arena in Deception (The MK II one to me was way better), move around and if you look at the top, you should see a balcony above the statues in one of the corners with Shang Tsung in his MK II attire watching the battle.
