It's by this tree or something in Edenia, G-8. It's the hardest chest to get because it only appears at the first of any month for about fifteen seconds.
Just go in the Outworld Palace (near the Tarkatan horde) and he should be wandering around there.

Liu KAng's alternative costume is located in Edenia, behind Jade's tent. You know, where she tolds you that you've to look for Rain. I don't know the day, try to look for it on different cheat sites. I found it very quickly. However, the costume was not the bitchiest to find in conquest.
