It looks like it. Monster was made as Scorpion and it's no mystery. But I to me it's a different characters. But I think that Monster was trully Champion of Elder Gods.

And his armor kinda resembles the Elder Gods armor from MKA. He might be the real champion that Elder Gods truly chose.

Yes. And probably he wasn't. Just another pawn of Onaga. He was given the ability to copy other warriors too and Monster copied a Shirai Ryu member.

Well we all know it was originally supposed to be Scorpion's alt costume. But the creators decided it didn't realy fit Scorpion. But they thought Monster was so cool so they just added him anyways. If they just named him Scorpion then they would have to go through making abother bio for this new character and all that.
