Monster's moves and styles may point that he is a Shirai Ryu member, managed to escape Quan Chi and his assasins. Maybe then he went insane after seeing all his clan and family dead and thought that he is the chosen one and must be alone in his mission.

Look, Monster is not scorpion. They dont have any connections. The costume they wear that looks similar to each others are the costume given only to the champions of the elder gods. What happens is monster was the original champion. He tried to stop shujinko early on in his konquest, but was killed by shuijnko. For the following years the gods searched for a new champion and found scorpion. Scorpion was the new champion of the elder gods.
1)Monster WAS sopposed to be scorpions alt.
2)Monster shares scorpions moves because midway couldnt come up with moves for a non-main character and since Boon loves scorpion so much they gave monster scorpions moves.
3)The costumes worn by both characters is a sybol that shows your a champion of the elder gods.
Please take this into consideration. This is the most probable and most understandable way of understanding Scorpion and monster.

All that can be made is assumptions at best.
The only truth is Monster and Scorpion were eventually made into seperate characters.

They have obvious connections, they look almost identical. The elder gods would not give people distinct Scorpion characteristics like the skull belt among many other noticeable similarities.

As practically everybody already said, he shares Scorpion’s moves because it was intended to be him. But not wanting to get rid of the attire, Monster was made into a different character.
